I am highly skeptical in the numbers especially when we know the real wages for the low-wage workers have declined.

For your info, e2i is an NTUC’s initiative supported by WDA, SLF, SNEF to help workers through providing better jobs, developing better skills through professional development, and improving productivity for companies (according to its website).
